Onalaska, TX — A joint law enforcement operation led to the rescue of two children and the arrest of two individuals in Onalaska, Polk County, as part of a wide-reaching investigation into child exploitation and abuse.
On Wednesday, April 9, 2025, officers arrested Justin Guill, a 34-year-old white male, at a residence in Onalaska, Texas. The arrest follows an intensive investigation spearheaded by a Sergeant Investigator with the Internet Crimes Against Children (ICAC) Task Force assigned to the Montgomery County Precinct 1 Constable’s Office.
Guill is charged with five counts of Possession with Intent to Promote Child Pornography. Authorities executed a search warrant at the Onalaska residence, where they seized multiple electronic devices suspected to contain child sexual abuse material. Two minor children were found at the scene and immediately placed into protective custody by Child Protective Services.
In addition to the Montgomery County charges, investigators plan to file additional charges in Polk County, including Super Aggravated Sexual Assault of a Child, based on new evidence discovered during the investigation.
Also arrested at the scene was the children’s mother, Lisa Ann Frias, who was taken into custody by the Onalaska Police Department. Frias has been charged with two counts of Endangering a Child and is currently being held in the Polk County Jail.
“This case is a sobering reminder of the threats our children face—both online and within our own communities,” said Constable Ryan Cash of Montgomery County Precinct 1. “Thanks to the relentless efforts of the ICAC Task Force and the quick support of the Onalaska Police Department, a dangerous predator has been removed from the community, and children have been rescued from a harmful situation.”
The arrest operation was supported by the Montgomery County Precinct 2 and Precinct 4 Constable’s Offices, the Montgomery County District Attorney’s Office, and the Onalaska Police Department.
The Montgomery County Precinct 1 Constable’s Office expressed particular gratitude to the Onalaska Police Department for their swift and decisive assistance during the operation.
