BREAKING: Conroe Man with Prior Arrest for Filming Underage Girls Arrested Again in Galveston Beach Incident

May 2, 2025 – Galveston, Texas

A Conroe man already facing felony charges related to invasive visual recording of minors has been arrested again—this time for allegedly photographing an underage girl on a Galveston beach.

31-year-old Taylor Roy was arrested by Galveston Police on April 30, 2025, and is charged with Invasive Visual Recording, a state jail felony. The incident occurred on April 19 around 4 p.m. in the 1500 block of Seawall Boulevard, where witnesses reported Roy was seen taking photos or video of a minor child without consent.

A bystander alerted the child’s family, who then confronted Roy and captured photos of him and his vehicle. Detectives quickly identified Roy and issued a warrant for his arrest. His bond has been set at $75,000.

This is not Roy’s first run-in with the law for similar behavior.

According to Montgomery County records, Roy was previously arrested in early January 2025 following an April 2024 investigation by Constable Ryan Gable’s Criminal Investigation Division. The case began with a Cyber Tip alerting law enforcement to disturbing videos depicting juvenile females in public areas such as The Woodlands Mall, Six Flags Hurricane Harbor, and local parks.

Investigators found that Roy had secretly filmed young girls, focusing on their clothed genital areas and even captured footage of juveniles undressing inside dressing rooms, particularly at Forever 21 in The Woodlands Mall. In many videos, Roy was identifiable by his face and by the security guard uniform he was wearing while making the recordings—confirming he was employed as a security guard at The Woodlands Mall during the offenses.

Further complicating the case, Roy’s wife, Tasha Roy, allegedly admitted to assisting in the filming and creation of the videos. Both Taylor and Tasha Roy were charged with felony Invasive Visual Recording and are currently facing additional pending charges. They were previously booked into Montgomery County Jail, each on $30,000 bond.

Investigators have also learned that Taylor Roy worked as a tennis coach for children aged 8 to 17 in the Woodlands and Spring areas, raising additional concerns about his access to minors.

Authorities in Galveston and Montgomery counties are now working together to pursue justice in both cases. The Galveston Police Department urges anyone with information related to Roy’s activities to call 409-765-3736 or report anonymously to Galveston County Crime Stoppers at 409-763-8477 or galveston.crimestoppersweb.com.
